It's no secret that the current judicial powers want to
accumulate more power for themselves and be the last judicial
resort in Catalonia. According to an article in ABC:

The ex-chief prosecutor of Catalonia, José María
Mena Álvarez, and Exma. Presidenta del TSJC, Maria
Eugènia Alegret are pushing for this situation.
Also, the
Estatuto de Autonomía de Catalunya 2006 , article 95,
define that TSJC be the last judicial resort for cases in our
Comunidad Autónoma.

In theory, this is a desirable outcome, but without an
effective control (and discipline)
over the judges and prosecutors, we could find ourselves much
worse off.
